Scroll down on this page running a popular Retouch Artists Speed Test and you'll see that the Sandy Bridge CPUs (Core i5 or i7 2xxx models) do quite well for image processing: They also have a 460Watt PSU making them better for adding video cards to compared to the lower end models (which may not be able to support a card requiring a separate PSU connection and higher wattage output). These come with either Core i5 (4 physical cores), or Core i7 (4 Physical Cores + 4 virtual cores for 8 threads total) in the Sandy Bridge CPU family. I'd look at the Dell XPS 8300 in the Dell Lineup.
